Three dead after ConAgra plant explosion, all inside now accounted for

After an explosion Tuesday at a ConAgra Food plant in Garner, North Carolina in the United States, three employees were unaccounted for as search teams carefully worked through the rubble. The search was hampered by stormy weather, darkness of night, and the instability of the partially collapsed building. The bodies of all three have now been recovered. They were Rachel Mae Poston Pulley, Lewis Watson, and Barbara Spears.

The latest estimate is that 41 people were transported to area hospitals, including seven to the North Carolina Jaycee Burn Center in Chapel Hill. Of those seven, four remain in critical condition, two are in fair condition, and one is in good condition. A prayer vigil is scheduled for Friday night at an area church for the dead and injured.

The cause of the explosion is still unknown, though investigators from several agencies have already begun examining the remains of the building for clues. The U.S. Chemical Safety Board is already on scene investigating, and the National Response Team of the Bureau of Alcohol, Tobacco, Firearms and Explosives will arrive Thursday to conduct their own investigation.

KYTX-TV News is reporting that police are investigating a suspicious phone call to the plant over the weekend, but will not comment if that call is related to the accident.

ConAgra CEO Gary Rodkin has already taken steps to compensate the injured employees. They will continue to receive their regular paychecks for the foreseeable future. In addition, the company itself has started a United Way fund to support the families of those involved in the accident. It has seeded the fund with US$100,000 of its own money, and is encouraging ConAgra employees from other internationally located plants to donate to the fund as well.

Windshield Replacement In Conroe Protects A Car’s Structural Integrity

Even the smallest chip in a windshield can be dangerous if it is not repaired properly. Many people don’t understand how a tiny chip can affect their safety and they simply ignore it. Windshields are made up of two layers of glass. They are bonded to a safety layer in between them. The safety layer is made of transparent vinyl resin. During a collision it helps keep the windshield in place and it minimizes flying glass. It is possible for a small crack or chip in the glass to spread to the safety layer. SpaceX scrubs Falcon I rocket launch

SpaceX called off the much-delayed inaugural launch of their new Falcon 1 rocket on Saturday from Kwajalein’s Omelek Island launch site. The intent was to launch the U.S. Air Force Academy’s FalconSat 2 satellite, which will monitor plasma interactions with the Earth’s upper atmosphere and magnetosphere.

The launch was delayed, then finally cancelled after an oxygen boil-off vent had accidentally been left open. The oxygen was unable to cool the helium pressurant, which then proceeded to evaporate faster than it could be replenished. A main computer issue, probably serious enough to cause a scrub on its own, was also discovered.

This long-anticipated flight was originally expected to be launched in January 2005, however a series of setbacks forced a series of delays, with the flight most recently scheduled to be in early 2006. It was intended to be launched from the Kwajalein atoll in the middle of the Pacific Ocean.

The maiden voyage was originally intended to launch from Vandenberg Air Force Base in California with a Naval Research Laboratory satellite and a Space Services Incorporated space burial payload.

Three die in Cornwall, UK caravan park of suspected carbon monoxide poisoning

Carbon monoxide poisoning is thought to have been the cause of the deaths of three people and one Jack Russell dog in a caravan park in Cornwall in South West England. Cornwall Fire and Rescue Service (CFRS) were alerted to the incident in Tremarle Home Park in the town of Camborne at 12:56 UTC on Saturday.

Inspector David Eldridge said Devon and Cornwall Police were alerted to the caravan park incident after “a helper had been unable to get a reply from an elderly couple who lived in the caravan”. He said that upon their arrival, “We were able to see that there was a figure sat in a chair but they were unresponsive to knocks at the door.” CFRS workers called to the area “forced entry into the property and found that the three occupants were all dead”, Inspector Eldridge said. A hazardous material advisor was also present at the scene in North Roskear. The Health and Safety Executive is now investigating the incident but the deaths are not considered as being of a suspicious nature.

The three fatalities have been identified as Audrey Cook, aged 86, her husband Alfred, aged 90, and Maureen, their 46-year-old daughter. David Biggs, a member of Camborne Town Council, said the incident came as “a shock” to him; Tremarle Home Park is “a well established facility and is very well run”, according to him. Biggs described the loss of three lives as an “appalling tragedy”.

The incident came five days after Cornwall Council announced its Family Placement Service would launch a joint venture with Cornwall Fire and Rescue Service to place carbon monoxide detectors in the houses of foster carers. The programme, entitled ‘Be Gas Safe’, has seen 200 carbon monoxide detectors and 2000 leaflets to raise awareness about carbon monoxide being given to CFRS. Mark Blatchford, Group Manager of CFRS, said: “We have seen a big increase in the number of carbon monoxide incidents in Cornwall over recent years”. He described carbon monoxide detectors as being “as important as a smoke alarm as it provides a valuable early warning”.

Carbon monoxide is a poisonous, colourless, tasteless and odourless gas which is created when such carbon-based fuels as oil, gas, coal and wood are not completely incinerated. The human body’s capacity to hold oxygen in the blood can be reduced by inhalation of the gas, which in turn may cause death. The Gas Safe Register has said dizziness, headaches, queasiness, lack of ability to breathe, fainting and losing consciousness are all symptoms of a person experiencing carbon monoxide poisoning.

Outsourcing Essentials 1 – What you should consider before embarking on an outsourced manufacturing venture

It is becoming a common fact of many first world countries that domestic manufacture is predominantly an expensive luxury that can reduce the profit margin of your products to a point where it is no longer sustainable. This is blatantly obvious in Australia where the minimum wage is rapidly approaching $20 per hour, factory overheads are increasing due to rising electricity and incidental costs, and the cost to import from another country is lower due to the strong Australian dollar. Manufacturing industry and product designers are both faced with the rapid realization that this situation is not likely to change and survival means that occasionally tough decisions need to be made in order to preserve the future of the company and increase the market segment.

With the exception of a few industries, there is little hope of the consumer or end user supporting a local product when the alternative is significantly less expensive. So we start to look towards outsourced manufacture models where we send all or portions of our manufacturing to a LCC (Low Cost Country) where the minimum wage is typically less per day than we pay per hour and in often there has been significant investment in equipment and processes to ensure repeatable and economical manufacture of outsourced products.

The first issue we encounter, if we have reached the decision that outsourcing is an inevitable requirement, is \” What do we select for outsourcing?\”. Do we send everything en-mass to a LCC manufacturer and remove any domestic contingent to our manufacturing process or do we keep key processes in-house and outsource other processes / sub-components.

The company needs to first look internally before outsourcing to a LCC manufacturer and consider the following questions:

What processes are adding value to the end product by retaining these internally ?

Are these processes being performed with the utmost efficeincy or are there alternatives that are either less expensive or more efficient that we should be considering?

Are your customers willing to pay extra for your company to manage these processes internally?

Are you keeping processes in-house for none other than sentimental reasons?

Do you know exactly what each process / assembly / sub-assembly costs your company in it\’s current form? (This needs to include set-up costs, operator costs, rework costs, testing costs, scrap, procurement of external parts, storage and warehousing as a bare minimum and should be subject to a complete and detailed analysis to identify all costs incurred in a particular process)

Do you know what your target cost for each process / assembly / sub-assembly needs to be in order for you to become competitive with other vendors / gain a larger market share.

Have you allowed sufficient time and finances to embark on this process (i.e. Are you considering this process as a strategic move to enhance your business / products or is your company at a \”do or die\” stage)

Once your company has carefully considered the preceding questions, then you will need to further consider what you are requiring from a LCC vendor.

Does the cost offering from a vendor hold the highest weighting in your selection?

Are you aware of IP risk and have you taken measures to protect your IP prior to providing any commercially sensitive information to vendors.

Are you aware of the capability differences between LCC countries and have you considered how this will fit with your corporate strategy (There are a lot more potential choices beyond China).

Do you require other services beyond basic fabrication and assembly (e.g. testing, packaging, warehousing, shipping and distribution)

Are you looking to deal directly with the manufacturer or do you wish to use a middleman with a corresponding markup / commission per unit produced to handle the process.

Companies should be advised that at times the lowest bid does not necessarily represent the best option for moving forward with your outsource venture. Certain LCC countries may select \”grey market\” or counterfeit components from unreliable suppliers in order to reduce the bid price. If the vendor has a significantly lower bid price it may also be due to them not fully comprehending the complexity or requirements of the project or only bidding on part of the project with the intention to renegotiate once the contract has been awarded. Either situation causes unnecessary stress and delay to the customer and leaves the customer with a bad impression of the entire process.

If you are outsourcing as a strategic move and you are not automatically intending to award the contract to the lowest bidder without conducting a full due-diligence on the selected vendor (including site audits), then the process of outsourcing manufacture to a LCC can add significant value to your product offering and your supply chain capability.

The process itself is not as simple as sending a collection of design files and documents to the vendor and waiting for the end product to arrive on your doorstep exactly as you have envisioned. Each product / process needs to be carefully controlled and verified to ensure the lowest level of risk and sources of variation / capability deficiencies are identified with the lowest possible financial risk to the customer, prior to moving into a volume manufacture situation.

Wikinews interviews Sue Gardner on Wikipedia blackout

Today, the English version of Wikipedia is taking part in a 24-hour ‘blackout’ to protest two proposed U.S. anti-piracy laws, the Stop Online Piracy Act and the PROTECT IP Act. The protest mirrors similar actions from other websites including Reddit and Boing Boing. The White House stated on Saturday that they “will not support legislation that reduces freedom of expression, increases cybersecurity risk, or undermines the dynamic, innovative global internet”.

In the midst of the Wikipedia blackout, executive director of the Wikimedia Foundation Sue Gardner answered some questions posed by Wikinews’ Tom Morris about the effectiveness of, and background to, the blackout.

((Tom Morris)) Do you think the blackout is going to actually be effective?

((Sue Gardner)) Yes. In my opinion, the blackout has two main goals—to raise awareness about the dangers of SOPA and PIPA, and to encourage readers to contact their elected representatives and give their views. The first has already been accomplished: there are already more than 4,000 stories in Google News about the blackout, and it was a trending topic on Twitter almost immediately. So we know we’ve been effective in raising awareness. What remains to be seen how many people will contact their elected officials.

((TM)) What do you say to people who have decided to leave the editing community as a result of the blackout?

((Gardner)) I hope nobody stops editing Wikipedia because of the blackout. I watched the community decision-making process unfold on the English Wikipedia, and I thought it was a good one. People first started talking about SOPA more than a month ago. Jimmy started the straw poll in mid-December. Over 1,800 English Wikipedians from many different countries participated in the discussion over the last three days. As the admins who closed it noted, this is by far the largest-ever number of participants in a community discussion on English Wikipedia, and the overwhelming majority of them supported action. So I would hope that anybody who opposes the blackout would also agree that the decision-making process was a good one, and would therefore be okay to accept it, however reluctantly.

((TM)) How much technical planning went into the blackout before the community consensus was decided on Monday night?

((Gardner)) Last Thursday Geoff Brigham [Ed: Wikimedia’s legal counsel] asked engineering to do an internal assessment of the technical implementation requirements, because the community discussions at that point were suggesting there would likely be some kind of action. Engineering did an initial assessment based on e.g. the Italian blackout, implications for search engines, etc., and then a lot of work happened over the weekend. The bulk of initial development and testing happened on a sprint on Martin Luther King Day, a public holiday in the United States, and the final launch development and testing sprint happened on Tuesday.

((TM)) Does the fact that this is affecting only English Wikipedia and not the sister projects and other language projects concern the Foundation?

((Gardner)) No. My understanding is that the English Wikipedia is the only project and language-version enacting a blackout, but that several other projects and language versions are putting up supportive banners, with the Italian Wkipedians doing a clickthrough informational interstitial. The German Wikipedia decided to put up banners even before consensus was reached on the English Wikipedia, and the Arabic Wikipedia, Italian Wikipedia and Commons later made the same decision. (There may be others, that I don’t know about.) I think that’s fine: each project and each language has different circumstances that argue for different types of action, or for no action. There is no one right answer that fits everybody.

((TM)) Some have said that the lack of participation by opponents of SOPA in the commercial sector (sites of the size of Twitter, Facebook, Google etc.) is going to hamper the effectiveness of the blackout – is this a concern?

((Gardner)) No. I don’t think anybody ever expected the big commercial sites to black out: most aren’t in a position to participate in something like this even if they wanted to. For example, they might have shareholders to answer to, participation might cost them significant revenue, or it could break contractual agreements (such as a commitment to maintain a certain level of uptime, or some other service delivery). Most sites are constrained by various commercial considerations: that makes Wikipedia’s participation particularly powerful and important.

((TM)) Given both the Italian shutdown and the SOPA blackout, is the Foundation going to come up with a policy or set of conditions which limit when these kind of things happen? There are plenty in the community who support the SOPA actions but are concerned that this will set a bad precedent.

((Gardner)) Yeah, I empathize with those people and to a certain extent I share that concern. The Wikimedia movement does not have a lot of experience with advocacy, and probably mistakes will get made. At this time the Wikimedia Foundation doesn’t have any plans to develop policy governing protests or advocacy work. But, I think it probably does make sense for the Foundation to create venues for these discussions so people can share thinking and expertise. So for example, we may create a mailing list dedicated to advocacy/lobbying. And there is some good thinking starting to happen [on the project-wide protests page on Meta].

Fur fans flock to Toronto’s Furnal Equinox 2019

From March 15 to 17, the Canadian city of Toronto played host to the tenth Furnal Equinox, an annual event dedicated to the “furry fandom.” Wikinews attended. Programming ranged from music to gender, science to art, covering dozens of aspects of the varied subculture. The event’s featured guests were visual artists Moth Monarch and Cat-Monk Shiro, as well as the co-owners of US fursuit costume builders Don’t Hug Cacti.

The event raised nearly CDN$11,000 for Pet Patrol, a non-profit rescue organization in Kitchener-Waterloo, Ontario, run by volunteers. This exceeded their goal of $10,000, the funds needed to finish a rural sanctuary. The furry community is well-known for their charitable efforts. Along with direct donations, the funds were raised through a charity auction offering original artwork, and a fursuit design by guests of honour “Don’t Hug Cacti.” Last year, Furnal Equinox raised funds for a farm animal sanctuary.

While only 10–15% of people within the fandom own a fursuit according to a 2011 study, event organizers reported this year 908 of the 2240 attendees at Furnal Equinox brought at least one elaborate outfit to the event. The outfits are usually based on original characters, known as “fursonas”.

Guests of Honour Cherie and Sean O’Donnell, known within the community as “Lucky and Skuff Coyote”, held a session on fursuit construction on Saturday afternoon. The married couple are among the most prominent builders in the fandom, under the name Don’t Hug Cacti. The scale of their business was evident, as Sean had made over a thousand pairs of “handpaws”, costume gloves.

The couple encouraged attendees to continue developing their technique, sharing that all professional fursuit makers had developed different techniques. They felt that they learned more from failed projects than successful ones, citing the Chuck Jones quote that “every artist has thousands of bad drawings,” and that you have to work through them to achieve. Cherie, known as Lucky, recalled receiving a Sylvester the Cat plush toy from a Six Flags theme park at age 10. She promptly hollowed the toy out, turning it into a costume. Creating a costume isn’t without its hazards: the company uses 450°F (232°C) glue guns. They’re “like sticking your hand in an oven.”

Other programming included improv comedy, dances, life drawing of fursuiters, a review of scientific research by a research group at four universities called FurScience, a pin collector’s social, and workshops in writing.

The “Dealer’s Den” hall was expanded this year, with even more retailers and artists. While many offered “furry” versions of traditional products, at least one business focused on “pushing the boundaries of fursuit technology.” Along with 3D printing a bone-shaped name tag when Wikinews visited, Grivik was demonstrating miniature computer screens that could be used as “eyes” for a fursuit. The electronic displays projected an animation of eyes looking around, blinking occasionally. The maker has also developed “a way to install a camera inside suit heads, to improve fursuiter visibility.” He hopes the tech would reduce suiting risks and accidents. Without the need for eyeholes, fursuit makers would have “more options for building different eyestyles.”
