Left-wing EU parliament candidates debate in Cardiff

Cardiff, Wales —Labour, Plaid Cymru, and No2EU candidates for the Wales seats in the European Parliament met at Cardiff‘s Sandringham Hotel last night for the second of two pre-election hustings debates hosted by Cardiff Trades Union Congress. Cardiff TUC president Katrine Williams moderated as Derek Vaughan of the Labour Party, Jill Evans MEP of Plaid Cymru, and Rob Griffiths of the No2EU coalition, the tops of their respective lists, took questions from an audience of 22 composed largely of socialist activists and trade union members.

Candidates from the Tories, Liberal Democrats, and Green Party were not invited to the evening debate, although the Liberal Democrats did take part in the TUC’s debate earlier in the day. Ms Williams explained that the Liberal Democrats and Tories had been excluded because “we wanted to have candidates more representative of trade unions” but that not inviting the Greens had been “an oversight” due to the less prominent tradition of green politics in Wales. The BNP, UKIP and some minor parties also did not take part.

In opening statements, the three candidates discussed their records and their goals for the European Parliament. Mr Vaughan, leader of Neath Port Talbot County Borough Council, asserted the pro-organised labour credentials of the Labour Party, which has been under fire for several years from the left, and noted that Labour, which currently controls two of Wales’s four seats in the EU Parliament, has brought £1.5 billion to Wales, with a comparable amount to come in the future. Calling the BNP “Nazis” and comparing the British political situation to that in Germany in the 1930s, Vaughan called for the parties of the left to rally behind Labour in order to ensure that the BNP did not obtain any seats in Wales; but he expressed resignation to the likelihood that the BNP would earn a seat in North West England.

Ms Evans, meanwhile, who has been an MEP for ten years, announced her opposition to the pro-privatisation current in the EU and pledged that Plaid would support a new program of public investment and pro-organised labour revisions of EU directives, particularly the Posted Workers Directive.

Mr Griffiths, meanwhile, who is General Secretary of the Communist Party of Britain, took a position urging radical reform of the European Union. The Lisbon Treaty, which he characterised as a re-branding of the European Constitution, would, he argued, enshrine neo-liberal policies in Europe and impose them on its member states in a way that was irreversible — “at least by any constitutional means”. Calling for a “social Europe” as opposed to a “United States of Europe“, Griffiths suggested that the creation of a European Defence Agency and the actions of the European Court of Justice were being used to turn the European Union into a capitalist “empire” akin to the United States.

Discussion of the ongoing UK parliamentary expenses scandal and its implications for MEPs, who draw salaries and expenses considerably higher than Westminster MPs do, dominated the early discussion. The Labour candidate expressed the position that the problems in accountability leading to the scandal had been fixed; his opponents noted that of the parties currently representing Britain in Brussels, only Labour has not yet disclosed their expenses (although Mr Vaughan states that the party will begin to do so soon) and Mr Griffiths furthermore declared that the scandal was part of a wider problem: the corruption of the political system by big business.

On the subject of a common European defence policy the three candidates supported widely differing views. The No2EU candidate stated plainly that he considers Europe not to be threatened, and said that a European defence force would be used for foreign adventures in Afghanistan, Africa, and elsewhere in the developing world while at the same time building up the armaments industry in Europe. Ms Evans, meanwhile, argued that the proper role of a common EU force would be as a “civil force” supporting conflict prevention and conflict resolution operations, and also called for the abolition of NATO. Mr Vaughan finished the second round of questioning arguing that a common European armed force should be an alternative to the “US-dominated” NATO, but also stated the importance of bilateral alliances in building up a common European defence force, citing the Franco-German Brigade of the Eurocorps as an example.

Debate ended on the contentious question of MEP salaries, with one member of the audience challenging the three candidates to pledge to accept a wage, if they won, equal to the average wage of their constituents. Ms Evans agreed that the set wage, currently £63,000 rising to £73,000 in 2010, was “too high”, but would not commit to a so-called “worker’s wage”, under heavy criticism from the audience. Mr Vaughan, following, called it “not fair” to ask MEPs to take such a pledge but asserted “I have never been motivated by money” and finished his part in the debate with a call to elect more left-wing socialist MEPs. Mr Griffiths, whose No2EU coalition has made a worker’s wage for MEPs part of their election manifesto, readily pledged to hold to a living wage, albeit not necessarily one equal to the average wage of his constituents, and described some of the difficulties associated with refusing an EU salary, noting that initially No2EU had proposed that its MEPs should draw no salary and claim no expenses from Europe but the coalition’s legal advisors had said that to do so would endanger the status of any of its members as MEPs.

Voting for the European Parliament elections in the United Kingdom takes place June 4.

In the aftermath of the disaster in New Orleans, questions have arisen as to whether the Bush administration withheld the deployment of troops and other assistance pending an agreement by the Louisiana Governor, Kathleen Blanco, to authorize the invocation of the Insurrection Act, which would have legally allowed Bush to declare martial law and take control of the rescue and rebuilding effort.

The NY Times on Sept. 8 reported that “As New Orleans descended into chaos last week and Louisiana’s governor asked for 40,000 soldiers, President Bush’s senior advisers debated whether the president should speed the arrival of active-duty troops by seizing control of the hurricane relief mission from the governor.” But how this step would have improved the response time is not clear.

It is also unclear as to why such a move would be considered at all as no legal requirement was at issue, leading to the question of whether this was what some fear to have been a political power grab.

The same Times article quotes unnamed official(s) saying that “no active-duty forces could have been sent into the chaos of New Orleans on Wednesday or Thursday without confronting law-and-order challenges.” But though the law does bar US Military forces from law enforcement duties absent a declaration of martial law, there are no restrictions on their use in other capacities. Bush authorized more than 7,000 additional active duty troops on September 3 to join the more than 21,000 National Guard troops and more than 4,000 active duty forces deployed to the ravaged gulf region on September 1st and 2nd, law-and-order challenges taking a back seat to the urgency of the rescue mission.

Navy helicopters were over the city on August 30th and landing craft busy the following day. More than 400 members of the Army Corps of Engineers were on site, working to repair the levee system in New Orleans and removing floodwaters from the city. By September 2nd, 113 DoD helicopters, about half from the National Guard and half from active-duty Navy, Army and Air Force units, were continuing to support search and recovery missions.

The National Guard, which remains under the authority of the Governor of the state, are legally authorized and trained for law enforcement duties and the Times article goes on to say that “Pentagon officials said even the 82nd Airborne, which has a brigade on standby to move out within 18 hours, could not arrive any faster than 7,000 National Guard troops, which are specially trained and equipped for civilian law enforcement duties.”

The Louisiana National Guard was conspicuously absent following the flooding and four days passed without relief. Several states offered emergency supplies, equipment and units from their National Guard. “New Mexico Gov. Bill Richardson offered Louisiana Gov. Kathleen Blanco help from his state’s National Guard on Sunday, the day before Hurricane Katrina hit Louisiana. Blanco accepted, but paperwork needed to get the troops en route didn’t come from Washington until late Thursday.”

Similarly, FEMA has been roundly criticized for its own failure to fulfill its emergency command and control mandate during the same period of time. Though on-site before the hurricane struck, many stories of manpower, equipment and supplies being refused have surfaced. Jefferson Parish President Aaron Broussard has accused FEMA of cutting their local communication lines in the midst of the crisis. FEMA chief Mike Brown was ultimately removed from his post on Friday Sept. 9th.

Also on Friday National Guard units arrived in force and brought food and water, medical personnel, and quickly quelled the rampant looting that had beset the city during the previous days.

Without a full investigation, it is impossible to say what caused these delays. This disaster was unprecedented in scope and hit an area long known to be exceptionally vulnerable to catastrophic damage from a hurricane. But the length of the delay and the breadth of the failures have been widely condemned and demands for an explanation have come from both sides of the political aisle.

Obama to suspend Arctic oil drilling

According to Democratic Senator Mark Begich from Alaska, the U.S. Department of the Interior has decided to halt all new Arctic exploratory oil drilling applications until 2011. The response is believed to be caused in part by the two current oil spill disasters (that of the Deepwater Horizon Incident and more recently the Alaska oil pipeline malfunction). However, Begich is not happy about the actions taken by the White House.

“I am frustrated that this decision by the Obama administration to halt offshore development for a year will cause more delays and higher costs for domestic oil and gas production to meet the nation’s energy needs,” Begich claims.

Last September, the state of Alaska made a public notice about Shell’s desire to drill off the coast of the Beaufort Sea, placing experimental drilling rigs at two drill site location: “Torpedo” and “Sivulliq”.

“Shell is committed to undertaking a safe and environmentally responsible exploration program in the Chukchi Sea and Beaufort Sea in 2010,” said Shell Oil Company President Marvin E. Odum to the U.S. Department of the Interior’s Mineral Management Service (MMS).

Odum follows with, “I am confident that we are ready to conduct the 2010 Arctic exploratory program safely and, I want to be clear, the accountability for this program rests with Shell.”

Chuck Clausen, director of the Alaska project at the Natural Resources Defense Council is not so optimistic: “Hazards present in the Arctic can include frigid temperatures, presence of sea ice, gale-force winds, intense storms and heavy fog … The potential for loss in the Arctic is great.”

Odum believes that the climate in the arctic will make any spill easier to clean up because, “Arctic conditions create differences in responding to oil in cold and ice conditions. Differences in evaporation rates, viscosity and weathering provide greater opportunities to recover oil. In Arctic conditions, ice can aid oil spill response by slowing oil weathering, dampening waves, preventing oil from spreading over large distances, and allowing more time to respond.”

However, Clausen believes that there are no current systems to remove oil from icy ocean waters.

This is not the first time that President Obama’s administration has taken the environmentally cautious path in Alaska. The President put Bristol Bay off limits to oil and gas exploration until 2017. Bristol Bay currently is one of the top salmon fishing grounds in the state.

Interior Secretary Ken Salazar is expected to give a speech at Thursday’s White House address, regarding the suspension of Arctic oil drilling projects.

Lost tomb of ‘Gladiator’ real life Roman inspiration found

The long-lost tomb of Marcus Nonius Macrinus, the inspiration of the character Maximus Decimus Meridius in Ridley Scott‘s popular film ‘Gladiator‘, was discovered off the ancient Via Flaminia road in Rome this Thursday.

Pieces of the tomb first began to emerge from the ground during construction for a residential complex along the Tiber River’s banks.

The archaeological finding was “the most important ancient Roman monument to come to light for 20 or 30 years”, said Daniela Rossi, who was a top member of the effort in finding the tomb. The Superintendent of Archaeology in Rome, Angelo Bottini, described the tomb as “a monument of great beauty”.

Cristiano Ranieri led the effort along with other archaeologists, who are still working hard to fully uncover the site. The team hopes to find the sarcophagus of the ancient hero among the sprawling tomb.

Marble columns fifteen meters wide, inscriptions, decorations, writings and other priceless treasures have been preserved thanks to an ancient flood from the Tiber River.

The massive tomb details the life of the ancient gladiator through ten inscriptions, whose history differed greatly from the movie’s version. The two had only shared being close friends and generals of the Roman emperor Marcus Aurelius. The historical version of the character had lived on to become wealthy and famous, while the character played by Russell Crowe had a tragic ending.

Plans are underway to turn the area into the Via Flaminia Archaeological Park, with the tomb as the central attraction.

Minneapolis I-35W bridge spans Mississippi River

The United States bridge that collapsed almost a year ago, spanning the Mississippi River in Minneapolis, Minnesota, is close to being reconstructed. The final sections of the northbound lanes of the new Interstate 35W St. Anthony Falls Bridge in Minneapolis, Minnesota were put in place on July 5. The final segment was raised with a barge-mounted crane from the Mississippi River below. A temporary bridge now connects the two segments.

The remaining seven-foot gap will be closed in several days with concrete which is poured in place. The segments for the southbound lanes will now be raised and connected. The segments were cast in a work area which was on the 35W roadbed and were then moved to Bohemian Flats, near the University of Minnesota West Bank campus. A crane places each segment on a barge for delivery upstream to the bridge site.

The bridge may be completed as early as September, well ahead of the scheduled opening date of December 24th.

Poison sue Capitol Records and EMI Music Marketing over royalties

United States glam metal band Poison is suing Capitol Records and EMI Music Marketing over an alleged breach of contract. Poison claim the two companies have underpaid them royalties for years.

The band claims Capitol miscategorized various record sales and miscalculated every possible expense since the 1980s. They say when attempting to check company records they received no co-operation and are now asking a judge to order the firms to reveal their records so the band can determine how much they are owed.

Capitol and EMI have refused to comment.
