India: Jammu and Kashmir government orders private tuitions to shut down for 90 days

On Sunday, the government of Jammu and Kashmir, India, ordered private academic coaching institutions for students until and including class XII to shut down for the next three months calling those institutions “distractions” for the students; with an exception of coaching institutions preparing students for professional exams.

After meeting the heads of some educational institutions, the state’s education minister Syed Altaf Bukhari said: “We had a discussion with our principals today to how to make the education system better. We have come to a conclusion that the distractions which affect our education system […] one of those distractions are the coaching centres”. He added the government is to review the status of the tuition centres with respect to their decisions twice a month.

High schools and colleges have suspended classes since the beginning of the month. Boycotting the classes, students protested against two encounters in Shopian that resulted in the killing of four civilians as well as twelve militants. Then there were protests against the gang rape and murder of eight-year-old girl Asifa Bano in Kathua who police said was held captive and sedated at a temple in January. Retired government official Sanji Ram and several others —including multiple police officers— were arrested earlier this month for, or in relation to, the gang rape and murder of Asifa. Asifa’s corpse was found in the village of Rasana on January 10.

Some of the protesters clashed with the state security forces, and pellets were fired over the protesters. Bukhari said, “Security of the students is paramount, that is why we kept schools and colleges closed. But now the students should control their emotions and go back to their classes […] Now, enough is enough, they have their protest and should attend school now.” Bukhari went on to add that they cannot “afford to have future a generation of illiterates and uneducated.” He said the students who come to the road for protests “would be treated as rowdies”.

According to an official in Jammu and Kashmir’s education department, the motivation behind the temporary shut down of tuitions was “when the coaching centres are closed, students would not have an option but to attend schools”. Coaching Centre Association president Junaid Yousuf responded to this ban, saying: “What is the point of ordering closure of coaching centres and keeping schools open? This defies logic. You are not shutting down the places where protests occur and closed those centres where there are no protests”.

“This distraction leads to fall in attendances in schools. We are not against coaching centres; we will first see how schools function. Therefore immediately we will request and order the coaching centres to stop their shops for some time[…] We are the custodians of the students and want that they are not distracted”, the Education Minister said.

Nine dead after biker gang feud in Texas

Nine people are dead and eighteen injured after a shootout among alleged rival biker gangs broke out inside a sports bar in Texas yesterday.

The violence erupted at Twin Peaks Sports Bar and Grill inside a shopping mall in Waco. The fight which included up to five biker gangs quickly escalated, resulting in a gunfire battle across two car parks. Waco Sergeant Patrick Swanton said an argument about a parking spot may have sparked the fight.

Restaurant customers said they waited out the fight with staff locked in a freezer room. Swanton said all but one of the deaths occurred at the scene, with the ninth in hospital.

Swanton said, “This is probably one of the most gruesome crime scenes I’ve ever seen in my 34 years of law enforcement”, and, “I was amazed that we didn’t have innocent civilians killed or injured.”

Police officers were present and quick to intervene when the shooting broke out as they knew beforehand of a planned meeting.

U.S. Congress reaches deal on payroll tax cut extension

Speaker of the U.S. House John Boehner announced yesterday that he would agree to a two-month extension of the payroll tax cut. In an effort to end the impasse between the House and Senate, Boehner told Senate Democratic leader Harry Reid that he would schedule a House vote on the Senate version of the bill that would extend the tax cut, which was due to expire at the end of the year.

Speaker Boehner announced the agreement in a brief statement: “Senator Reid and I have reached an agreement that will ensure taxes do not increase for working families on January 1”. Boehner informed other congressmen of the deal in a conference call yesterday evening.

The House may pass the bill via unanimous consent today, which would not require the presence of all members. Boehner and Reid also agreed to a bipartisan negotiation committee to sort out differences and extend the tax cut for an entire year, a goal recently sought by Republicans in the House.

The extension of the payroll tax cut, which would prevent approximately 160 million Americans from seeing a tax increase in 2012, had already been passed by the Senate last weekend. Earlier yesterday, Senate Republican leader Mitch McConnell joined several other Republican Senators in encouraging the House to pass the extension.

Senate Democratic leader Harry Reid said that once the House acts, he “will be happy to restart the negotiating process to forge a yearlong extension.” At a news conference, Speaker Boehner issued a statement: “We have fought the good fight. Why not do the right thing for the American people even though it’s not exactly what we want.” President Obama also responded to the development in a statement: “This is good news, just in time for the holidays. This is the right thing to do to strengthen our families, grow our economy, and create new jobs. This is real money that will make a real difference in people’s lives.”

The tax cut extension impasse began when the House effectively rejected the Senate-approved version of the bill on Tuesday after being faced with opposition from House Republicans, specifically those associated with the Tea Party movement, who advocated for spending cuts and the controversial Keystone XL oil pipeline.

Macomb, New York Councilman Steve Burke took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.

Burke, an insurance adjuster and farmer, was elected councilman in Brookhaven, New York in 1979. He left the town after being accused and found not guilty of bribery in the 1980s. Since 1987 he has served as Macomb councilman off-and-on and currently holds the post. From 1993 to 1996 and 1999 to 2002 he worked as chairman of the Democratic Party of St. Lawrence County, New York. Among his many political campaigns, Burke unsuccessfully sought the Democratic Party’s presidential nomination in 1992 and recently attempted to run for U.S. Congress in 2014 but too many of his ballot petition signatures were found invalid. Burke filed with the Federal Election Commission to run for president in the 2016 election on September 18, 2015 and has qualified for the first-in-the-nation New Hampshire Primary.

French workers use threats in compensation demand

Friday, July 17, 2009Following similar threats by workers at New Fabris and Nortel, workers at JLG in Tonneins, France, threatened to blow up several platform cranes. The JLG factory announced in April 2009 that it will fire 53 of its 163 workers by the end of 2009, while the remaining 110 jobs will not be secure over the next 2 years.

JLG Tonneins was acquired in 2006 with its parent JLG Industries, a maker of aerial work platforms, by the U.S.-based Oshkosh Corporation. Despite being hugely profitable in the past, production has been much reduced since 2008 with the contraction of the construction industry and lower demand for its products. Despite excellent past results the new American management demanded sweeping cuts at the company.

In the view of locals, “the company’s actions are a disgrace given the expensive perks, such as official cars, for its corporate fat cats, compared to the sacrifice, silence, and dignity demanded by the company of those it has made redundant.”

The management offered severance pay of 3,000 (US $4,200), however the workers demanded a severance package commensurate with “the wealth that their labor has generated.” Worker’s delegates requested a “supra-legal” payment of € 30,000, on Thursday 16 of July the management responded with a counter offer of € 16,000. On Thursday night the worker’s actions secured the € 30,000 settlement initially demanded.

Third explosion at Fukushima Daiichi nuclear power plant

An explosion was reported at 0610 local time Tuesday morning at the Fukushima Daiichi nuclear power plant’s second reactor. The blast is feared to have breached the pressure chamber.

The explosion is thought to have been in the reactor’s “pressure suppression room” — part of the cooling system. It damaged the area that contains water to cool the reactor, but it is not yet clear whether it affected the containment structure near the core.

Government officials have said that there was limited damage as a result of the explosion, and efforts to cool the reactor would go on, but nuclear industry executives in Japan have said that the situation is far worse, and other unnamed officials said the containment structure had been damaged, but did not say to what extent. In the wake of the explosion, officials at the Tokyo Electric Power Company (TEPCO), the plant’s operator, said for the first time a partial meltdown could be taking place within the reactor.

After the explosion, radiation levels near the facility rose from 1,941 to 8,712 microsieverts, a level still short of that required to cause immediate health effects, and radiation decreased again some time after the explosion. The legal limit for radiation in one year is a thousand microseiverts, but radiation sickness does not occur until a million microseiverts.

Prior to the explosion the fuel rods in the reactor reported to again be exposed after the pressure valve closed at 11pm local time, preventing pumping in cooling water.

According to TEPCO, all but 50 employees of the plant were evacuated after the incident.

Workers at the 40-year old plant have been struggling to deal with the aftermath of Friday’s massive earthquake and tsunami. On Saturday, a hydrogen explosion occurred at the number one reactor, followed by a second explosion on Sunday to the number three reactor. The number two reactor was reported to be overheating, with exposed fuel rods, earlier today. Nearly 185,000 people have been evacuated from the 20 km zone around the plant.
