Truckload of trouble for Thai Rak Thai

Yesterday saw Thailand’s Attorney General file charges of election fraud with the country’s Constitutional court. According to Sondhi Limthongkul’s ThaiDay, the action seeking the dissolution of five parties was delivered by truck and consisted of over 120,000 pages of legal citations.

Both the Thai Rak Thai party making up the caretaker government and the main opposition Democrats are named. The allegations centre on claims that Thai Rak Thai paid minor parties to participate where seats would otherwise be unopposed, and that the Democrats may have bribed parties to claim that they had been paid by Thai Rak Thai.

Thailand’s prolonged political crisis originally stemmed from repeated corruption allegations against the Prime Minister, Thaksin Shinawatra. An April 2nd snap election apparently intended to cement the ruling party’s position and dismiss critics as unrepresentative backfired when the three main opposition parties announced a boycott. This left many seats unopposed, particularly in the country’s troubled Muslim south. With Thai Rak Thai standing alone in strong Democrat territory, a grassroots abstention campaign left many seats empty when they failed to garner the constitutionally required 20% of eligible votes.

Amongst all the political posturing, and allegations that the Election Commission had unduly favoured the ruling party, claims that there had been irregularities surfaced. Thai Rak Thai was accused of having paid minor parties to circumvent the 20% rule by offering token opposition. The claims were brought before the Election Commission who eventually handed the case over to the Attorney General without offering any recommendation. The commission’s sub-committee that prepared the report had recommended the dissolution of Thai Rak Thai.

At present it is unclear if the political crisis will be resolved through the country’s legal system prior to the upcoming October election rerun. The volume of evidence may leave the Constitutional Court unable to agree on a ruling prior to the election.

Looted, possibly contaminated body parts transplanted into USA, Canadian patients

Fears of contaminated bone and skin grafts are being felt by unsuspecting patients following the revelation that funeral homes may have been looting corpses.

Janet Evans of Marion Ohio was told by her surgeon, “The bone grafts you got might have been contaminated”. She reacted with shock, “I was flabbergasted because I didn’t even know what he was talking about. I didn’t know I got a bone graft until I got this call. I just thought they put in screws and rods.”

The body of Alistair Cooke, the former host of “Masterpiece Theatre,” was supposedly looted along with more than 1,000 others, according to two law enforcement officials close to the case. The tissue taken was typically skin, bone and tendon, which was then sold for use in procedures such as dental implants and hip replacements. According to authorities, millions of dollars were made by selling the body parts to companies for use in operations done at hospitals and clinics in the United States and Canada.

A New Jersey company, Biomedical Tissue Services, has reportedly been taking body parts from funeral homes across Brooklyn, New York. According to ABC News, they set up rooms like a “surgical suite.” After they took the bones, they replaced them with PVC pipe. This was purportedly done by stealth, without approval of the deceased person or the next of kin. 1,077 bodies were involved, say prosecuters.

Investagators say a former dentist, Michael Mastromarino, is behind the operation. Biomedical was considered one of the “hottest procurement companies in the country,” raking in close to $5 million. Eventually, people became worried: “Can the donors be trusted?” A tissue processing company called LifeCell answered no, and issued a recall on all their tissue.

Cooke’s daughter, Susan Cooke Kittredge, said, “To know his bones were sold was one thing, but to see him standing truncated before me is another entirely.” Now thousands of people around the country are receiving letters warning that they should be tested for infectious diseases like HIV or hepatitis. On February 23, the Brooklyn District Attorney indicted Mastromarino and three others. They are charged with 122 felony counts, including forgery and bodysnatching.

Commonwealth Bank of Australia CEO apologies for financial planning scandal

Ian Narev, the CEO of the Commonwealth Bank of Australia, this morning “unreservedly” apologised to clients who lost money in a scandal involving the bank’s financial planning services arm.

Last week, a Senate enquiry found financial advisers from the Commonwealth Bank had made high-risk investments of clients’ money without the clients’ permission, resulting in hundreds of millions of dollars lost. The Senate enquiry called for a Royal Commission into the bank, and the Australian Securities and Investments Commission (ASIC).

Mr Narev stated the bank’s performance in providing financial advice was “unacceptable”, and the bank was launching a scheme to compensate clients who lost money due to the planners’ actions.

In a statement Mr Narev said, “Poor advice provided by some of our advisers between 2003 and 2012 caused financial loss and distress and I am truly sorry for that. […] There have been changes in management, structure and culture. We have also invested in new systems, implemented new processes, enhanced adviser supervision and improved training.”

An investigation by Fairfax Media instigated the Senate inquiry into the Commonwealth Bank’s financial planning division and ASIC.

Whistleblower Jeff Morris, who reported the misconduct of the bank to ASIC six years ago, said in an article for The Sydney Morning Herald that neither the bank nor ASIC should be in control of the compensation program.

Winners and losers on UK’s East Coast rail line

The British rail regulator has announced new train services for the country’s premier line.

New “open access” (unregulated and non-franchised) company Grand Northern is to be given space (known in the industry as “paths”) to run three train services a day between London King’s Cross and Bradford, Halifax, Wakefield and Pontefract in West Yorkshire. Grand Northern’s sister open access company Grand Central was given an extra path to increase services between King’s Cross and Sunderland.

The existing franchisee of the line, National Express East Coast, was given the right to run services to London from Harrogate, Lincoln and Bradford, but not provided with paths unless the government changes the contracts of the other franchises whose territory these services would cross.

Two other potential open access providers had their plans rejected by the regulator. First Group‘s Hull Trains had wanted to start a new service, Harrogate Trains, to run from North Yorkshire to London, whilst Platinum Trains had sought paths from London to Aberdeen in Scotland.

Britain’s state-owned national railway company British Rail was controversially split-up and privatized in stages between 1993 and 1997. It was replaced by a series of privately owned regional train franchises for set periods, several unfranchised open access services and a track control and maintenance company.

Six killed in UK car crash

A car crash on the A614 road, in Nottinghamshire, England has killed six people, all of whom are believed to have lived near the scene of the crash.

All six victims died at the scene of the crash, which involved four young adults in a Peugeot 206 and two elderly people, possibly a male and female, who police believe to be in their 60s, in the other car said to be a Ford Fiesta. Rescue workers fought to save the one of the elderly individuals, but were unsuccessful. Both vehicles collided head-on and exploded upon colliding.

Two police officers on traffic patrol discovered the crash, which took place at 23:00 local time (UTC) yesterday. The officers involved were praised by Bruce Cameron, a superintendent for Nottinghamshire Police. “The bodies are very badly burnt and they will have to be identified using dental records. We want to make sure we are absolutely certain as to who was in both cars when the accident happened,” he said.

Local residents say that the A614 has been the scene of a large number of accidents. One resident, Stuart Stonebridge, told The Daily Telegraph that “we only moved here three years ago and there have been a lot of accidents and some fatalities in that time,” while another resident, Janice Gilbody said that “the people of Bilsthorpe will be in shock, horror and disbelief at the young lives lost.”

Gilbody also said that this accident is “yet again another accident on this road.” She then added that the road was dangerous, saying that “it’s a wonder it doesn’t happen more often.”

The cause of the crash is still under investigation, but police say weather was not a contributing factor.

Autistic children often have symptoms that include impaired communications, emotional detachment and even excessive rigidity. They may also have a predisposition to view life in absolute terms of their own desires and needs.

As recently as a generation ago, children who were autistic could be put away in homes and institutions and were not allowed to pursue a normal life. Today there are many organizations, groups, and sources of professional help to turn to.

Children with autism may not develop at the normal rate, nor mature by the same physical and mental means as other children. But, with today’s professional resources, many can grow to have a significantly normal life. They can learn to function reasonably well in their own world and still meet the demands and expectations of the outside world.

Parents and teachers of children with autism sometimes struggle to determine where they should start and what they should do first. Well, it’s generally accepted the first thing they need to do is have the child properly evaluated to determine where on the autism spectrum disorder table, a particular child

belongs. This diagnosis is a critical first step and will aid in identifying strengths and weaknesses that can be managed in future behavioral environments, including the classroom.

Increasing numbers of children are diagnosed with autism and schools are challenged to implement, then manage special education programs with increasing student enrollment not matched by teacher availability. Each student’s educational needs may be unique because of specific learning disabilities.

Therefore, low student-teacher ratios can be very important. When you include the emotional and behavioral disabilities that often accompany special needs students, it is not hard to imagine the challenge special education programs are facing.

Specialized, but highly individualized instruction is a key component to help students achieve meaningful academic progress. Teachers and supporting staff must be provided with the materials and training to meet each student’s educational needs. To help children with autism become more productive

and independent, schools must use or develop specific measures to carefully monitor student progress.

Systematic use of applied behavior analysis (ABA) to help monitor both academic and social progress is a common provision for many private and public specialized education programs. Insurance coverage of ABA services is limited, however there aren’t many recognized meaningful alternatives to choose from.

Instructional strategies should include safe and structured environments where children with autism can develop increasing knowledge and skills required to function independently in real life scenarios. When possible, classroom instruction should be supplemented with community experiences to include visits to public parks, shopping, restaurants, libraries, etc. Monitored social interactions can be an important developmental measure that helps autistic children cope with and prepare for life outside of school.

Occupational therapy, parent training, speech and language therapy, behavioral interventions, etc., are all common vernacular in the autism support services world. When they are carefully coordinated with classroom curricula and supporting activities, they can provide students, parents and teachers with

meaningful progress measurement opportunities.

The Individuals with Disabilities Education Act (IDEA) http://idea.ed.gov/ is a public law covering services to children and regulating how states and public agencies provide early intervention, special education and related services .
